Municipal Service District Overview

The Downtown Wilmington Municipal Service District (MSD) was originally created by City Council on December 6, 2016. The MSD began operating at the start of the new City fiscal year on July 1, 2017.  As per the State enabling legislation, MSD's allow local government to increase the assessments on real and personal property within a defined district to pay for an enhanced level of service, over and above what is normally provided.

Under contract to the City of Wilmington, Wilmington Downtown Incorporated (WDI) manages the 70 block district, providing services intended to improve the safety, cleanliness and vitality of Downtown Wilmington.  While the MSD provides a range of services, the centerpiece of the program is an Ambassador program that WDI coordinates with Allied Universal, a nationally recognized leader in facility safety and maintenance.

Ambassadors focused on Safety and Cleanliness patrol the streets of Downtown on a daily basis, providing directions and information to visitors, security escorts for workers, assistance to the Wilmington Police Department and maintaining a clean urban environment through a comprehensive program of sidewalk cleaning, pressure washing, graffiti removal, trash and leaf pick up, and weed removal. The MSD also supports business development through the coordination of comprehensive marketing strategies and initiatives and matching grant programs.  The MSD also directs projects to improve the physical appearance of Downtown.

The City of Wilmington has appointed an MSD Advisory Committee to provide oversite to enhanced services and programs.  For a list of members and other information, follow this link.

2019 Stakeholder Survey

The Downtown MSD finished its second year of operations on June 30, 2019.  As the contractor managing the district on behalf of the City, WDI is required to obtain input from MSD property owners about service needs in the upcoming year.
